Oral sex led to fatal hit-and-run crash
Polk County Sheriff’s Office has made an arrest in the fatal-hit-and-run of 49-year-old Terry Lamunt Ross, a homeless man riding his bicycle on the shoulder of Highway 92 in unincorporated Auburndale on Saturday.
Randy Joe Allen, 54, of Polk City was identified as the driver behind a green Ford-F250 truck which was seen eaving the scene of the crash by an eyewitness.
The eyewitness was able to provide many details about the truck, including a partial license plate tag number and a description of the vehicle and the driver.
Allen has seven prior arrests in Polk. He was arrested for DUI back in December 2008.
Detectives were able to correctly identify Allen through a DAVID search and went to his residence to arrest him. He was not present, but family members told deputies that Allen and the truck were located at Liquid Larry’s Bar in Lakeland.
Deputies found the damaged truck at the bar. The truck had damage to the front passenger headlight assembly, the hood and passenger side “consistent with the aforementioned crash,” according to the arrest report.
Detectives also reported blood stains appeared to be present on the passenger door.
Allen was approached by deputies and he stated that he believed he struck a stop road sign or a guard rail while driving on Highway 92. He also told deputies that he had a female passenger inside the vehicle at the time of the crash. He said that the passenger distracted him and prevented him from seeing what he hit.
The female passenger was interviewed at the Royal Inn Motel in Winter Haven. When detectives questioned the female passenger about the incident, she stated that she met Allen at the Midway Lounge. After a few drinks, she left the bar with the suspect.
The female passenger then told deputies that she was performing oral sex on Allen while he was driving and heard a loud bump. Allen told her that he hit a road sign and continued driving. Deputies said that the passenger did not see what Allen hit and believed his story.
Further questioning of employees at the Midway Lounge and the Bradley Motel confirmed the investigation’s timeline of events.
Allen was taken to Polk County Jail and charged with one count of Leaving the Scene of a Crash with Death.
The suspect could face additional charges pending results of a blood test. Allen made his first appearance Sunday morning in front of a Polk County judge.

Around 6:45 p.m. on Saturday, an adult black male riding his bicycle in the grass along the shoulder of US-92 West, heading westbound, was fatally struck by what witnesses describe as a blue pickup truck with large tires. According to the evidence and witnesses, the truck left the roadway onto the grass and struck the bicyclist, then fled the scene westbound heading towards Lakeland.
