Where is the date, ie the starting date in your letter for FOIA where the count down for the ten day response ends? I would bet the county could argue that the start is when you request the data.

They will say it is too broad, will violate employee confidentiality, privileged, etc. Then you will need to respond with a more assertive letter showing them the case law and consequences for not responding. And ask them to meet with you or your representative to explain what is wrong with your request, and to work out a solution. You will have to play this game with them to get what you want.

The start is when they receive it and it was sent certified mail requiring a signature.
