A Tracy Police Department employee was removed from his position after a social media post in which he appeared to advocate violence against a journalist and Black Lives Matter activist.

Chief Sekou Millington confirmed on Friday that the part-time employee no longer works for the department, and the department is working with the FBI,

which initiated the investigation through its Long Beach office. Tracy police made contact with the FBI’s Ripon office.

Millington said his department was flooded with about 20 phone calls and 60 Facebook messages on Thursday morning after the publication of a story by Shaun King on Medium.

That employee has been identified as Billy Dishman. And has been terminated.

Dishman identifies himself on LinkedIn as a professional standards officer for the Tracy Police Department since May 2015.

With prior experience with the San Jose Police Department as a Sgt.

Dishman had testified in the Frank Carson et al. trial on or about April 18, 2019.

Dishman who was running a private investigation services in Modesto called spy my heart or something similar.

He had testified that he had hired Praveen Singh in his PI business and that Singh had told him that he had been working as a reserve for the Fresno Police Department and also the Modesto Police Department.

In one visit to Praveen Singh’s house, he had seen a full class a uniform with Fresno Police Department patches, a duty belt, with a pistol.

This was all in reference to Praveen Singh testimony.

Praveen Singh’s testimony in the Carson trial stated that he had never claimed to work in law enforcement,

or testified in federal court,

That he had worked in law enforcement even though there were transcripts that said different different.

Praveen Singh it also testified that he had told Stanislas district attorney investigator Steve Jacobson that he had received threats from the bloggers in the courtroom during the trial.

In fact, Steve Jacobson had written a report, and for the first three pages were about the bloggers.

TYhose bloggers were Tom Jensen and myself.

Jacobson had copied and attached our reports from Dawgs blog both written and audio to his official police report.

This was done after the invasion of Praveen Singh’s business where an employee was allegedly shot.

Where the bad guys had gone in to take what Praveen Singh had described as a “murder bag” given to him by Frank Carson.

He stated that the bag contained photos of stick figures that he stated looked remarkably like the Atwal brothers.

The bag was never located, and strangely enough Praveen Singh’s was facing over a dozen felony charges that were all dismissed.

In fact all cases were dismissed in their entirety.
